That tells me the leak is in the house not between the meter and the house outside.

I turned off the water from the main valve to the house and the meter stops turning.
The water was shut sometime in between however the water was not drained.
If it is not moving you must have a leak beyond the internal stopcock therfore turn the stopcock on again and check the meter to see if anything is registering.
